Case filed against Taukir and Bipasha by Taukir Ahmed’s sister



Taukir Ahmed’s sister filed a case against Taukir and his wife Bipasha Hayat on Monday for allegedly misappropriating about Tk 1.57 crore.

Tanzin Haider, who lived in Sweden, filed the case with the Chief Metropolitan Magistrate Court of Dhaka in the morning.

Metropolitan Magistrate Shahadat Hossain recorded statement of the complainant and took the charges into congnisance.

Tanzin alleged that the couple received $1,77,482 and Tk 15 lakh from her through bank and cash in two phases for setting up a firm named ‘Nakshatra Bari Resort and Convention Centre Limited’.

But the celebrity couple later refused to return the money or give her any share, the complainant alleged.

A legal notice, served on the Taukir and Bipasha on January 26, which asked them to return the money or hand over the share. Otherwise, legal action would be taken against them, the legal notice said.

After getting no response from the couple, Tanzin filed the case on Monday.

Peoples Suffering on BNP's 12 March grand rally



The capital city experienced undeclared curfew like situation and remained cut off from other parts of the country on Monday due to the government’s strict steps to control BNP’s grand rally.

Panic created among the common people with huge presence of ruling Awami League activists along with law enforcers and paramilitary Border Guard Bangladesh (BGB) on the city’s thoroughfares.

Presence of motorized vehicles on the city’s street the day was lower than that of the general strike days in recent years.

In addition, traffic movement between the city and outer districts was suspended by the government’s unofficial direction. No inter-district buses were seen plying the day.

The city dwellers mostly could not dare to come out from the residence fearing political clash like the 28 October in 2006. Even many office goers did not go to the workplaces.

Sufferings of the persons who come out from their residences to the workplaces knew no bound due to almost absence of public transports.

Law enforcing agencies including police and Rapid Action Battalion installed check-posts at the city’s strategic and entry points in the name of ensuring security to the public, while BGB patrolled on the city’s streets.

Many city dwellers alleged that law enforcers harassed them in the name of checking them in different points of the city. They also alleged that AL men are also joined with police, which intensified the harassment and panic.

They office goers had to count extra fare and time for renting rickshaws, van, CNG-run three wheelers and taxicab on their ways to offices and residences.

In the absence of passenger buses and low presence of private cars and other vehicles made the busiest capital clam one.

Police and Rab raided different mess and houses early hours of Monday and nabbed many people suspecting BNP and Jamaat men on the eve of the grand rally.

Rabiul Islam, employ of Al-Arafa Islam Bank headquarters and two others were arrested by Rab men at the night after Sunday on charge of his allegedly involvement with outlawed Islamic outfit Hizbut Tahrir, said an official of the bank seeking anonymity.

All the school of the capital remained closed unofficially on Monday while many guardians send their children to schools but later they came back as the school was closed.

Many guardians alleged if the school authorities issued official notice regarding this, they did not send their child to the school.

Most of the shopping malls, shops and many private offices in the city remained closed.

Passenger bus was hardly seen plying on the road while a few numbers of taxi cab, private cars, CNG-run three wheelers and motorbikes were seen to ply on the roads.

Hundreds of people were seen waiting at bus stoppage to go their destinations.

Dulal Mahmud, an official of Samsung Mobile care, told daily sun in the morning that “I waited for half and hour for bus in Azimpur bus stand but I found no bus.”

“Later, I hired a rickshaw with counting extra fare to go to my office in Dhanmondi,” he added.

Mamunur Rashid, a banker, said that “When I came in Mirpur 10 intersection at around 8am to go to my office in Motijheel but found no public bus.” He also said in hartal day few buses were run but today (On Monday) I did not see a single public bus was on road.”

While visited Syedabad, Gabtoli and Mohakhali inter-district bus terminal found no buses left or arrived at the three city terminals from where around 4000 buses leave for other districts every day.

People who went to Sayedabad, Gabtoli and Mohakhali bus terminal in the morning found all the counters are shut.

Shafiul Alam, a NGO official, said that he was scheduled to join a meeting in Khulna on Monday but there is no bus in bus terminal while all the counter are shut.

While visited Sadarghat launch terminal found no launch was in the terminal. A few numbers of launches were seen to leave from Sadarghat.

It was also seen that Sramik League activists patrolling the Sadarghat terminal to stop vessels dropping passengers at Sadarghat. They resist some launch to drop their passenger in the terminal.

They stopped the boat service in between Sadarghat and Keraniganj.

Rakibul Hasan, a Shariatpur bound passenger, said that he came Sadarghat to go Shariapur but he found no launch in Sadarghat.

Ferry services on Paturia-Daulatdia and Mawa-Kawrakandi routes remain suspended since Sunday night to till filing the report at 6:00pm.

People mainly patients, who was on way to Dhaka, suffers most as no ferry was running on ferry ghats.

However, the train services remained almost normal in Kamalapur Railway Station as train left and arrived in scheduled time except some trains.

City Road are Empty on 12 March



City dwellers are facing severe problem as all the public transport are barred from their service.

All the city bus service are suspended as ruling party activists and leader are barring them from entering the city with an opposition-sponsored mass rally scheduled to begin in hours.

Pro-AL launch workers barred passengers get down at Sadarghat when they reached there in two launches from Shariatpur and Patuakhali in the morning.

Visiting different parts of the city and areas on the outskirts reported that the police and AL men are only letting some of those carrying their office identity cards to travel to their offices in the city after much requests.

Besides obstruction at different entry points, people are subjected to extensive checking and harassment at watch-posts installed at different points of the city in the name of security.

“Has curfew been slapped on the city?” an NGO worker reacted at Gabtoli after he had managed to convince the police that he does not have any intention to participate in the opposition’s rally.

On January 9, BNP Chairperson Khaleda Zia from a Chittagong rally announced a mass rally for March 12 to mount pressure on the government to restore the caretaker government system for the next parliamentary election.

The government meantime “vowed to resist any bid by the BNP to create anarchy” in the name of rally and cut off the city from rest of the country so that people cannot join the opposition programme.

The Dhaka dwellers started the day amid fears of violence ahead of the opposition rally.

The bustling capital turned unusually calm with the absence of passenger buses, thin presence of private cars and other vehicles.

Being uncertain what might happen during the day, many people would not go outside their houses, they said on Sunday. Many city hotels and guesthouses remain closed.

Many guardians said they would not send their children to schools Monday though school authorities have not officially closed their schools on this occasion.

Unprecedented highhandedness of the law enforcers and intelligence men caused immense sufferings to people and bred panic and confusion since Sunday.

Police arrested Huge BNP lader and activists



Police arrested huge number of BNP leader and activists in the capital and other parts of the country ahead of today’s grand rally of the BNP-led combine.

In the wake of crackdown on the opposition, many leaders and activists of BNP and its ally Jamaat-e-Islami are shying away from joining the rally.

According to the police record, over 400 persons had been picked up from different parts of the capital during the last 24 hours till Sunday morning.

BNP Acting Secretary-General Mirza Fakrul Islam Alamgir, however, put the number at 5000 at a press briefing on Sunday.

Many of the Dhaka-bound opposition leaders and activists were reportedly arrested by law enforcers on their way to the capital to join the ‘Dhaka Cholo’ programme.

Each and every Dhaka-bound motor vehicle, including bus, was obstructed and searched by law enforcers on Sunday. Passengers were too frisked.

Shafiqul Islam, a Dhaka-bound bus passenger from Gazipur, alleged on Sunday that police stopped their bus and carried out an extensive search.

While searching law enforcers pulled and dragged people out of the bus suspecting them to be activists of the opposition, he said.

Wahidur Rahman, a Jatiyatabadi Chhatra Dal leader of Faridpur said, police arrested their three local Jubo Dal leaders from Kartikpur under Dohar thana on Sunday morning.

Jubo Dal men Anwar Hossain, Ashu and Reza were arrested as soon as they got down from trawler from CNB ghat in Faridpur, the JCD leader alleged.

Later they were taken to local police station. They were coming to Dhaka to attend the grand rally, he said.

Even journalists were frisked and police misbehaved with them at Bhoirob in Kishorganj on Saturday night.

The police team led by Officer-in-charge of Bhoirob Police Station Shahjahan Kabir misbehaved with a group of journalists as they were returning to Dhaka after attending a reception programme at Narshingdhi, one of the journalists Rafi alleged.

Solaiman, brother-in-law of Zahirul Azim, a former education and cultural secretary of JCD of Nayabari Union under Dohar thana, alleged that law enforcers on Saturday night stormed into his Jatrabari residence in the capital and searched for JCD leaders.

Law enforcers including police, Rab and detective Branch (DB) of police, set up check posts at different strategic points in the capital to search motor vehicles entering the city.

As the police hunt continued city dwellers have become panic-stricken and many of them have already slipped back into their houses.

The city streets on Sunday wore a deserted look. Most of the city dwellers didn’t not come out of their houses without any urgent need.

Apart from the main roads and thoroughfares, police also set up check posts in all nooks and corners of lanes and by-lanes in the capital.

CNG-run auto-rickshaws, motorbikes, private cars and slow-moving rickshaws and even pedestrians too came under security check.

Police left no stone unturned; they went to messes, residential hotels and houses to hunt down the opposition activists.

A senior official of Detective Branch of police said: “Vigilance has been intensified at different strategic points in the capital and its adjoining areas including residential hotels, bus terminals, launch terminals, and railway stations.”

A huge number of plain-clothed policemen are seen hanging around the strategic points in the capital and its outskirts.

Detective police are also keeping close watch on every entry and exit points in the capital including three inter-district bus terminals—Gabtali, Mohakhali, Sayeedbad, Kamalapur Railway Station and Sadarghat Launch Terminal.

Additional Deputy Commissioner (ADC) of DMP Masudur Rahman said: “We are conducting the search operation as per our regular work.”

Police are also taking some extra-measures to avoid any untoward incident ahead of the BNP March 12 rally, he said.

Home Minister Shahara Khatun while briefing journalists on Sunday said: “All-out measures have been taken to save life and property.”

None will be allowed to create anarchy in the name of grand rally. Law enforcers have been strictly instructed to be alert and foil any attempt of subversive activities by banned militant outfits like JMB and Huji.

On January 9, BNP Chairperson Khaleda Zia addressing a public rally in Chittagong, announced the grand rally “Cholo cholo, Dhaka Cholo’ to drum up support for the restoration of the caretaker government system.

Dhaka: Police on Friday recovered a beheaded body of an unidentified man cut into eight pieces wrapped in four sacks at Jatrabari in the city.
The deceased was unidentified, aged around 30.
Witnesses said they have seen four cement sack in Nayanagar Post Office road at around 7am and informed the police.
On information, police recovered the pieces of the beheaded body from four cement sacks at Nayanagar area around 8:40am.
Police said that the man was killed at any time on Thursday night.
Identity of the known could not be known immediately.
Police also found blood stained cloths of the deceased and TK 2,950 inside the cement bags.
A case was filed with Jatrabari police station in this regard.

Police Corruption



A section of policemen have long been involved in various crime including drug trade, abduction, extortion, blackmailing and bribery while their duty is to prevent crime.

Police personnel were suspended or closed temporary after any one sued or made complaint against them but after few days or months the policeman was come-back to his post.

There are very few instances of awarding exemplary punishment to the policemen involved in criminal activities.

It was alleged that very few policemen got punishment comparing to the number of crime they do while most of the time police personnel are out of reach from the allegation for their power except sometime they caught in red handed.

Most of the time the cases against police was filed with Magistrate Court as the police stations concerned declined to register them and even they did not take any steps to probe the allegations.

A top police official seeking anonymity said that police personnel investigate the complaint against police so that the corruption in police is continuing.

While various police official said that for a few number of dishonest police personnel the entire force has to bear the burden of blame and liability.

In recent, Rapid Action Battalion (Rab) arrested three policemen of Detective Branch of Rajshahi Metropolitan Police with 954 bottles of Phensidyl at Bheripara in Rajshahi distruct On March 3.

On February 6, Seven people, including three police personnel of the Kafrul police station and a former army person, have been arrested allegedly their involvement in demanding extortion of holding a businessman in the city.

On August 22, 2011, eight police personnel including an assistant commissioner were arrested in Rajshahi on extortion charge.

A fraudulent and embezzlement case was filed against two policemen including Sutrapur office-in-charge Md Nazrul Islam, On June 27, 2011.

On May 30, a housewife filed a case with Dhaka court against six people including officer-in-charge of Motijheel Police Station and two of his colleagues for issuing threat to kill her husband in crossfire.

On May 25, 2011, a Dhaka court issued warrant for arrest of two policemen of Mirpur Police Station on charge of extorting Tk 10,000 and snatching a mobile phone from a resident of Mirpur on March 20.

On April 5, 2011, a case was filed against officer-in-charge (OC) of Rampura Police Station along with its two sub-inspectors (SI) with a Dhaka court on charge of extortion.

A case was filed against the two policemen with the Chief Metropolitan Magistrate’s Court of Dhaka On March 27 last year.

In last six years around 90,000 complaints submitted by various people to police headquarter, sources said.

Police headquarter sources said over 57,000 policemen faced departmental action for neglect of duty and involvement in criminal activities in the last few years.

In 2011, around 10,000 policemen faced punishment in field level in whole country.

Hasan Mahmud Khandaker, Inspector General of Police told daily sun, “Our police department have many talented people and most of the people in our police department are good while a little number of people is involved in this kind of unethical activities.”

“But we have very tough law to punish corrupt police personnel in our police department. We are in Zero tolerance in this matter.” He added.

While asked him that police personnel are temporarily suspended or closed after any allegation or case but after few months later they returned to their work, he denied that allegation and told that this is totally wrong.

He said in police department there is rule to give award for good work. On the other hand there is rule to give punishment for bad work.

Mohammad Hadis Uddin, Former IGP told Daily Sun, “I think police duty is to protect people from various crime but policemen are involved in various crime which is quit unaccepted, unethical and illegal.”

He also said, “Police department should take stern action against the alleged police officials. Exemplary punishment should be ensured for such indulgence in crimes.”

Some police personnel are responsible for these sorts of incidents, not the whole police department, he added.

Many Murders in the Month of Martyrs



The incidents of murders marked a sharp rise in the capital last month compared to January, showing a slide in the law and order situation.

At least 23 people, including businessmen and journalists, were assassinated in February while 17 in January, police and hospital sources said.

Still, law enforcers claimed the situation is under their control.

Media reports reveal that murders, muggings and snatching were committed in the areas under 41 police stations in the metropolis almost every day, with many crimes going unreported, some people said.

The most-talked-about murders of the month were journalist couple Sagar Sarwar and Meherun Runi.

On February 11, Sagar Sarwar, news editor of Maasranga TV, and his wife Meherun Runi, a senior reporter of ATN Bangla, were brutally killed by unidentified miscreants in their rented flat at West Rajabazar.

On Tuesday, a BNP leader was shot dead by unidentified miscreants in Bhasantek area. Police arrested two people in this connection.

On Sunday, Police recovered an unidentified body from Motijheel area while a driver of a tobacco company was killed at Khilgaon the day before.

On February 24, unidentified miscreants stabbed an RMG worker to death in Mirpur. Police are yet to ascertain the motive behind the killing.

On February 23, a seven-year-old boy, was found dead in a cropland in Keraniganj, on the outskirts of the capital, on Thursday, two days after he was abducted for ransom.

On February 22, unidentified assailants hacked to death employee of a touring agency in Naya Paltan area.

On February 18, a teenage boy was found dead in the waste depot at Jatrabari after one month of his missing.

On February 17, police recovered the body of Abdur Rahman, a businessman, from Mohammadpur area.

On February 15, a domestic help was raped and later killed at Sabujbagh. Police recovered the body from the top floor of a six-storey building of her employer.

However, police managed to arrest the killer of the domestic aid from Ashulia where law enforcers recovered the body of an unidentified young girl from the Turag River.

A college girl was found dead at her sister’s house in Darussalam area. Police detained the victim’s brother-in-law for interrogation.

On February 13, criminals killed an employee of a jeweller’s and looted 37 tolas of gold-made ornaments from Dakkhin Khan.

On February 10, police unearthed the partially decomposed body of a youth from Hatirjheel canal behind BGMEA Bhaban.

A housewife died mysteriously at Mohammadpur the same day and an official of a brokerage firm, Masud Parvez, was killed under the wheels of a train in Khilkhet area. Relatives suspect that he was murdered.

On February 9, a housewife died mysteriously at Gandaria. Husband of the victim is on the run after the incident while a minor boy was allegedly killed by his stepfather in Demra area the same day.

Even, a housewife and a tea stall owner were killed in Kamrangirchar area the same day. Members of both the families claimed they were killed, but police lodged unnatural death cases.

On February 6, police recovered the body of a child from an underground water tank of a house at Kafrul. The victim went missing since January 27.

On February 3, the law enforcers recovered the body of an advertising firm owner from a residential hotel at Segunbagicha.

As police could not ascertain the reason behind the killing, the case was shifted to DB police.

On February 1, a youth was killed in mob beating at Kutubkhali Boubazar near his residence at Jatrabari.

Masudur Rahman, additional deputy commissioner of Dhaka Metropolitan Police, said there is no need to worry right now as the situation is under control.

“It is not possible to bring down crimes to zero percent, but we are trying our best to take control of the law and order situation,” he added.

A number of teams of the law enforcement agencies, including plain-clothes detectives, are always on patrol to round up those involved in criminal activities.
